Try the free Greenshot screen capture utility. After installing it, you just use the print screen button as normal but now it comes up with a selection tool instead of screen snapshotting the entire screen.

First, I'd like to mention the possible option of simply using what is built into Windows XP. Press Print Screen to capture a whole screen, or hold Alt-Printscreen to capture just a current window. Either way, paste the resulting graphic into a program such as MS Paint, which can be used to make further edits.

However, for those who wish alternative options, I found quite a few from the goldmine of a thread that David provided. That thread is at Microsoft Social Media site. However, the thread also contained a number of other details to make things work, and also referred to several other options. Since there were some later modifications to earlier instructions, I simplified the situation by compiling the details here for convenience.

(Note that I don't have a system running XP handy, so, for now, this is all based on hearsay. I'm presuming that people interested in this answer may be able to test this.)

  • Use official code by Microsoft
    • Obtain the Microsoft Office XP Pack for Tablet PC (Tablet Pack). (This appears to be the correct name for the software, and is the same software mentioned in David's answer in this Stack Exchange question. His answer appears to be based on Morgan Che's answer from the Microsoft site.)
    • If you have Windows XP for Tablet PC (technically a different OS than Windows XP), then installation should be straightforward.
    • If you want to try to use this with regular Windows XP, that may be an option, but will involve third party software, and more work.
      • Possible alternative (if this is suitable trustable by you... This is not necessarily recommended by me...) Third party download for Snipping Tool and the Dev Kit 1.7 posted by 'cexeh' on the Microsoft Thread.       • Install the software by running this command: 'msiexec /a Launcher.msi'
      • After installing, rename MicrosoftExperience PackDataSniptool.dat to SnipTool.exe
      • Use: isxunpack.exe SnipTool.exe
      • Copy the i6comp.exe (downloaded earlier) to the resuliting Disk1 sub-directory
      • From that directory, run: 'i6comp.exe e data1.cab'
      • Ignore error messages, and enjoy SnippingTool.exe

Reinstall from macOS Recovery

macOS Recovery makes it easy to reinstall the Mac operating system, even if you need to erase your startup disk first. All you need is a connection to the Internet. If a wireless network is available, you can choose it from the Wi-Fi menu in the menu bar. This menu is also available in macOS Recovery.

1. Start up from macOS Recovery

To start up from macOS Recovery, turn on your Mac and immediately press and hold one of the following combinations on your keyboard. Command-R is generally recommended, especially if you never installed macOS Sierra 10.12.4 or later.

Install the latest macOS that was installed on your Mac.

Option-⌘-R

Upgrade to the latest macOS that is compatible with your Mac.

Shift-Option-⌘-R

Install the macOS that came with your Mac, or the closest version still available.

Release the keys when you see the Apple logo, a spinning globe, or a prompt for a firmware password. When you see the Utilities window, you've started up from macOS Recovery.

2. Decide whether to erase (format) your disk

If you need to erase your disk before installing macOS, select Disk Utility from the Utilities window, then click Continue. You probably don't need to erase, unless you're selling or giving away your Mac or have an issue that requires you to erase. Learn more about when and how to erase.

3. Install macOS

After starting up from macOS Recovery, follow these steps to install macOS:

  1. Choose Reinstall macOS (or Reinstall OS X) from the Utilities window.
  2. Click Continue, then follow the onscreen instructions to choose your disk and begin installation.
    If the installer asks to unlock your disk, enter the password you use to log in to your Mac. If it doesn't see your disk, or it says that it can't install on your computer or volume, you might need to erase your disk.
  3. Please allow installation to complete without putting your Mac to sleep or closing its lid. During installation, your Mac might restart and show a progress bar several times, and the screen might be empty for minutes at a time.

If your Mac restarts to a setup assistant, but you're selling or giving it away, press Command-Q to quit the assistant without completing setup. Then click Shut Down. When the new owner starts up the Mac, they can use their own information to complete setup.

What You Need

You should already have the OS X or macOS installer on your Mac. It will be located in the /Applications folder, with one of the following names:

This Terminal command, called createinstallmedia, can create a bootable copy of the installer using any drive connected to your Mac. In this guide, we're going to use a USB flash drive, but you could also use a normal hard drive or SSD that's connected to your Mac. The process is the same, regardless of the destination. Whatever media you use to create the bootable Mac OS installer on, it will be completely erased by the createinstallmedia command, so be careful. Whether you're going to use a flash drive, a hard drive, or an SSD, be sure to back up any data on the drive before you begin this process.

You can actually use any name you wish, but it must exactly match the name you enter in the createinstallmedia command below. For this reason, we strongly suggest using a name with no spaces and no special characters. If you use FlashInstaller as the drive's name, you can just copy/paste the command line below instead of typing the rather long command into Terminal.
  5. Launch Terminal, located in /Applications/Utilities.
  6. Warning:The following command will completely erase the drive named FlashInstaller.

In the Terminal window that opens, enter one of the following commands, depending on which OS X or macOS installer you're working with. The command, which starts with the text 'sudo' and ends with the word 'nointeraction' (with no quotes), can be copy/pasted into Terminal unless you used a name other than FlashInstaller. You should be able to triple-click the command line below to select the entire command.​

  2. You'll be asked for your administrator password. Enter the password and press return or enter.
